INTRODUCTION
In pursuit of the actualisation of resolve of the President Olusegun Obasanjo’s Administration top evolve improved ways of rendering services to the Nigerian public, the Federal Government launched SERVICOM (Service Compact with all Nigerians), a service delivery programme to ensure that Nigerians get qualitative service from their government in terms of the delivery of basic services.
In line with the forgoing therefore, our vision is to render unblemished passport service delivery to all Nigerian citizens at the various passport offices at home and overseas.


QUALITY OF PASSPORT

The quality of passport presently issued in Nigeria is the Machine Readable Passport (MRP). The passport which was introduced in August 1998 meets up with the Standards set by the International Civil Aviation Organisation (ICAO) for travelling passports.
All Nationals of Countries that are signatories to the ECOWAS treaty of May 1975.



SERVICES RENDERED TO THE PUBLIC BY PASSPORT DIVISION 

The principal responsibility of this division is the issuance of passports and other forms of Travel documents to eligible Nigerian applicants. This is actualized by the execution of the following functions:

Passport Administration:
By the formulation, coordination and implementation of policies covering passports as well as the investigation of cases arising
therefrom.

Issuance of the following categories of passports in Nigerians:.
• Standard Machine Readable Passport (MRP)
• Diplomatic Machine Readable Passport (MRP)
• Official Machine Readable Passport (MRP)
• Seamans Travel Certificates

Seasonal passports
e.g. Christian and Muslim pilgrim’s passport.
• Renewal of passports, endorsement of the names of children (minors) on
  mother’s passport, endorsement observations of change of name.
• Replacement of lost/damaged passports
• Confirmation of authenticity/status of passports referred from foreign
   embassies/missions in Nigeria
• Issuance of standard passports to persons who acquire Nigerian Citizenship
   by naturalisation, registration or confirmation.


THE CLIENTS/CUSTOMERS

I. All Nigerian citizens are eligible to be issued with standard passport.
II. Senior Government officials traveling out of Nigeria on official government business are eligible to be issued with official passports
III. Senior political office holders, diplomats and their spouse (one each) are eligible to be issued with diplomatic passport on the approval of the Hon. Minister of Internal Affairs.
 


TYPES OF PASSPORT & REQUIREMENTS


For all MRP passports, the applicant's image will be acquired live after the completion of the processing.

A. Fresh applications for standard passports
i. Bank draft of 5,100 obtained from any Standard Trust Bank branch nearest to the passport office
ii Letter of introduction from the Head of department in the case of civil servants (photocopy of I.D. card)
iii. Letter or certificate of citizenship from LGA of residence or state Liasion office in Abuja (Original/photocopies)
iv. Birth Certificate or declaration of Age
v. Two passport photographs
vi. Letter of consent (by parents for minors, by husbands for wives)
vii. Marriage certificate where applicable

On the presentation of the above at the passport office, you will be given an application form as well as a guarantor's form to be completed and submitted.

B. Re: issue of Standard Passports
i. Bank draft of 5,100 obtained from any Standard Trust Bank branch nearest to the passport office
ii. Application letter
iii. Photocopies of relevant pages of old passport
iv. One (1) passport photograph

C. Re: issue of lost passports (internal)
i. Bank draft of N5,100 obtained from any Standard Trust Bank branch nearest to the passport office
ii. Application letter providing details of loss
iii. Original and copy of extract of police report
iv. Original and copy of sworn court affidavit of loss.

D. Re: issue of Lost Passports (Overseas)
i. Letter from the applicant through the Nigerian foreign mission, through the Ministry of Foreign Affairs to the Comptroller-General in Abuja, Nigeria stating the circumstances of the loss of the passport.
ii. Completion of two copies of form C1 particularly section 13.
iii. Production of pages 1 – 5 and the data page of Guarantor’s valid Nigerian passport and copies of Guarantor’s form (p.21) duly sworn before the Commissioner for Oaths at the Nigerian Mission.
iv. Production of a Police Report clearly stating the loss of the Nigerian passport.
v. Production of Birth Certificate or Sworn Declaration of Age from a Nigerian Court or before the Commissioner for Oaths of the Nigerian mission.
vi. Production of a sworn affidavit declaring the loss of passport.
vii. Payment of relevant fees

E. Issuance of standard passports to Naturalized citizens (including citizens by Registration and Confirmation).
This is issued at Service Headquarters only.
i. Certificate of Naturalisation/Registration
ii. Letter of confirmation of Nigerian citizenship (where applicable)
iii. Original and photocopies of Birth Certificate or declaration of age
iv. Application letter
v. Letter of consent by parents for children
vi. Marriage certificate (where applicable)

F. Official passports
This is issued at the Service Headquarters only.
i. Letter of request from the applicant’s office
signed by an authorised signatory.
ii. Three (3) passport photographs
iii. Evidence of Age
iv. Copy of letter of last promotion/appointment
v. Photocopy of identity card
vi. Bank Draft of N2,600 only obtained from any STB branch in Abuja.

G. Diplomatic passports
This is issued at the Service Headquarters only.
i. Letter of request from the applicant’s office
signed by an authorised signatory
ii. Letter of present appointment/last promotion
iii. Photocopy of identity card (where applicable)
iv. Three (3) passport sized photographs
v. Evidence of Age
vi. Marriage Certificate (where applicable and for one spouse only).

H. Seaman’s Passport
Presently, these are issued from our Littoral (coastal) States only. The requirements are
i. Bank draft of N2,600 obtained at any STB
branch nearest to the passport office in the Littoral State.
ii. Discharge certificate of seaman and letter of request by employers.
iii. Two passport photographs.

On the presentation of the above, applicant will be given form C4 to be completed and submitted.

I. Pilgrim’s Passport
These are issued to Nigerian Christians/Muslims travelling on pilgrimage to Saudi Arabia or Israel. These are issued valid for a single return journey.
The Nigeria Immigration Service (NIS) does not issue these documents directly to the members of the public. That responsibility falls with the various states pilgrims’ welfare boards through the Directorate of Pilgrims Affairs of the Ministry of Foreign Affairs.
The colour of the back page varies seasonally.

RENEWAL OF PASSPORTS:
REQUIREMENTS
The Nigerian Standard, official, diplomatic passports and Seamans certificate are issued with a five (5) year validity period. The passports are renewable once for another five (5) year period.
The requirements for renewal are
a. Standard passports
i. Draft of N2,600 obtained from any STB branch near to the passport office.
ii. Letter of application for renewal
b. Official passport
i. Letter of application from the holder’s employers confirming eligibility.
ii. Draft of N1,300 obtained from any headquarters, Abuja.
c. Seaman’s Certificate
i. Letter of application
ii. Draft of N1,300 obtained from any STB branch near to the passport office.
